Is it legal?
I found this website that promises 5000 whatsapp messages to random numbers in my city for $70
I’m thinking Whatsapp might be more effective than traditional banner advertising because of the message forwarding involved, so the probability of going viral is a lot higher.
Will my app be suspended because of this?

Whether it’s legal or not it will depend on locals law. But for sure it’s spam. 
You may have the opposite result (people get angry with this tactic).
But in case you try it, please share the result (be it good or bad).
And I remembered now: you won’t be able to target just Android phones. So the risk to send messages to all supported platforms by whatsup but Android is high.
Not a problem, my app is on both IOS & Android.
I do not know its leagal or not,but i have tried it with my huge database.
I did not get even single download from whatsapp advertising. i have targetted a specific big city and not even single download.
I suspect that whatsapp blocked the same copy of the message. not sure.

I did actually, the results i believe were better than traditional banner ads. a lot more bang for the buck.

The rules that apply to unwanted marketing calls and SMSes don’t apply on the messages sent on Whatsapp. In fact, the social media is largely unregulated, and some little-known telemarketers are using this regulatory vacuum to sell services that allow their customers to send hundreds and thousands of messages to Whatsapp users.
I’m a little skeptical about the idea that anyone would want to forward a spam-ad received through Whatsapp. I don’t think your app will get suspended. Google does not have time to monitor spam-advertising in Whatsapp.

5000 ads for $70 is $14 eCPM. Average eCPM with banners is ~$2 atm I guess. I don’t think you’ll get 7x better CTR & install rate with Whatsapp spam than with interstitials. I’d say you won’t get more than 50 installs with this service, but its always a guessing game - the only way to be sure is to buy CPI campaigns from appbrain or similar ad networks.
