I need a new Opera app store account. Can anyone help me with this? Certainly will pay a reasonable price for it.
You could just sign up there. You don’t need to pay anyone.
I know there is no cost for the account, but you have to have the account verified. I don’t have a Google Play developer account right now and you need to have the same apps and email address under a Google Play dev account. I was hoping that someone who has a G dev account would sign up for opera for me and let me use the account 
Can’t you buy one from eBay or Amazon? I assume you can get one there.
Buy Google play developer account then register opera. Easy isn’t it?
Is there a reason why you cannot have a developer account?
