I was wondering if in a game app, a “Quit” button, in which if the user presses it, an interstitial comes up, is this compliant? After that I don’t end the app, I just show more levels available.

What you mention should be compliant, as far as i now there is no restriction about when/how to show the ad.
Why would you show more levels after the user presses a “Quit” button? That’s very deceiving and won’t really help you out…
It would be more appropriate “Quit level”. It’s a brain app with almost impossible puzzles.
