There should be a green Post New Thread button on each subforum. For example here in left top corner above the “Forum: Android Development” title: Android Development
But maybe new users are blocked from posting new thread until they post enough posts - since there was a lot of spam lately.
You should be able to create new threads - as @Magnesus mentioned the Post New Thread button is at the top left corner of the page when you’re viewing a forum. If you don’t see it, try visiting
