For US, 20k downloads per day could get you into top free 100.
Which country are you looking into specifically?

I agree for US you need a big push of downloads in the first 24 hours after your app release, something between 10k-30k downloads per day in the first days.
For other countries with less competition you can Get to top new charts with only 10k downloads in the first day.
