My Google Play got terminated. My Admob is still in good standing.
My brother has a Google Play account in good standing, can I use my Admob account within his apps?

I would advise against it. If you google play account was terminated, it’s only a matter of time till your admob account will be terminated. They may link your admob account with his GP account and then terminate his too.
