Hi,Sorry for the interruption.They would never give apt reason on which policy developers violated.I have tried that all they respond is after going through my info they decided they will not reinstate app.But they never ever quoted on which policy we violate.Its always automated answer.
google is pretty strict when it comes to their own liability (not sure if thats the right word …) so they do not allow any first level support to acutally write something to customers, they have some automated answers, they can use and that’s it. They also may be not trained or even speak your language, so they do only a simple form of checking. You actually has done something against their terms, which was validated, so your acc is not reactivated.
All this is under googles discretion - by purpose - they do not want others to know their “checklist” otherwise the bad guys would use it to do “bad things” 
Normally you get some sort of hint in the automated mail which part of the terms you violated.
btw.: Were ANY accounts ever reactivated?
no banned accounts are ever re-activated.

the solution to this is, after you have a new account, DO NOT EVER LINK ANYTHING from ip address - compiler / code - communication etc between your new account and the old ones. And you’re safe 100%
Hi,I have a doubt.Can a new account be made using relatives name and address?Also what about using own brother name since address will be same as previously banned account will there be any problem while creating new one?Also is there any problem using same source code not the app that got banned but the account which had unbanned app?Please pm me if possible.
as far as I can tell, no… they are just to close to eachother and will surely activate a trigger. for source code, just re-skin it, modify 1-2 things are you are good
