Their prices seem insanely high and volumes are at the level of promoting on a forum. Is this an error or temporary or are installs really that expensive?

This is for Germany only - at $2 per install they predict 6 installs per day, at $5 per install they predict 37 installs per day:

I do not think it predicts well before you launch the campaign. I would suggest you start the campaign with a lower bid
(0.3 for example) and then you can adjust to get the desired volume
