Where to buy non-incentivized installs for android ?

I think these days incentivized installs are worthless in google play because google does remove them or not count them.

So my question - where can we buy (or run campaigns) for non-incentivized installs ?
Actually i only know Admob, Facebook and Appbrain - but all three are very expensive …

Does anybody know something else ?

I got instaals from Brazil for $0.02 and India $0.01

Never tried other countries.
