Looking for Good CPM & CPC on-exit and on-Open Ad Network for Apps (Not Games)

Hello Everyone,

I have several utility/Tools applications which users use for an average of less than 30 seconds.
I have received relatively good results with Admob and Facebook Ads mediation through banners and on Exit Interstitials on Facebook and Amazon Ads.

But Amazon’s good performance was due to a recent ~$6 eCPM promotion which ended and is now doing terribly so I have decided to switch it with another network but this time also include an Interstitial on the App’s opening.

Im basically looking for Interstitial Ad Networks with a CPM/CPC model that accept on-Exit and on-Start Interstitials, and are google play compliant.

Really looking forward to hearing from people with non gaming apps because I haven’t had good results with CPI models and offer walls.

My top Geos are : India, United States, Indonesia, Brazil, Mexico, Germany, Korea, Russia.

Have you checked us out at Phunware yet? We have full screen interstitials available on a CPM, CPC or CPI basis (we can turn off / on each campaign type). Will accept on start / exit placement, and are 100% Google Play compliant. We are easily able to plugin to admob or mopub mediation. Fills and CPMs are strong, and always improving.
