Creating secondary Google Developer Account

Happy New Year!

If one wants to create a second Google Developer Account - perhaps to create apps of a different genre or to separate from the earlier account - how easy is it to create a fresh Google Developer Account. Or do you have to do the same old address verification etc. stuff ?

Or is there a quick way to create an “alias” account or linked account from our current Google Developer Console etc. ?

Basically I would just like to be able to publish newer apps under a new developer name - it does not matter if Google links the two accounts - they should just be different from a user perspective.

Not aware of policy details for this.

But its been discussed here in forum that only account per user/developer is allowed. Do share here if any detail is found.
