It is if you make crappy spammy apps or have multiple adnetworks, 1 ad network = high eCPM rates, multiple ad networks = low eCPM rates.

one app i downloaded today had 9 ad networks in it, had like 12 popups at app launch on a live wallpaper from google play. Then people wonder why they dont make any money.
