Hm, I’m a bit suspicious that the company themselves use the wording “0.05 cents per download”. So do they mean $0.05 per download (5 cents), or do you only get 1 cent every 20 downloads? In the latter case, revenues wouldn’t even come close to what StartApp offers, and when you consider the gargantuan permission list, it’s a definite no.
Please don´t tell me StartApp Solution is also a HomeBase solution?

It’s an out of app product, it’s not an ad-unit in the classic sense, as it is intended to give the user quick access to common action after he makes a phone call.
So he can call back, send a text messages, emails… It’s a very cool product.
In terms of it being Google compliant, there’s absolutely no mention this is not OK. Since this is not an ad, but a feature or change outside the app, it is allowed with a EULA. Our EULA is very clear and to the point, explaining those additions.
