Can top developers violate google policy?

To be honest, google never cares. I have seen apps there in market for years violating several google play policy but sadly only newly published app get effected and old ones are left untouched. I believe google doesn’t scan for keyword policy violation for the old apps. They only perform this type of check on newly published apps. And when they do find the violation, they give a 7 day notice to modify the content or face the consequence of removal of app.
