When would google consider Re-skinning App legal?

I found one of the developers who has about 66 apps and they are almost identical. Is this allowed with Google?

Google Play isn’t policed very strong. You can get away with almost anything on it. People do get banned for various things, but more people never get caught.

I don’t tell you properly. But you should be careful about the Google policy.

Oufit7 is the biggest devs i know about re-skin app: https://play.google.com/store/apps/developer?id=Outfit7 and Google label them as “Top Developer”.
So it is legal.
