"Transparency to users. The collection and use of the advertising identifier and commitment to these terms must be disclosed to users in a legally adequate privacy notification." This is the statement that mirrors the Adsense/Admob policies.
I'm not a lawyer but I guess it is a safe bet to say that for us developers all those policies are completely irrevelevant when it comes to the question whether Google might remove or list an app. They are free to do whatever they want because they are not a "public service" - there is of course no right to be listed. All this fineprint is meant to be a safeguard against lawsuits from consumers/regulators. With these policies they can always say, well, the developer did not comply, this is not our fault (even though they act as if they are the publisher of the app).

I know this account is new, but I'm not (forgot my other account's email) anyways for anyone interested I've been working with a team of programmers to create a market similar to google play for developers to upload to...keep in mind it's still new so there isn't much traffic but we're working on it..For developers you can signup by going to 1Appmarket Developer Console ..and if you're looking for a new ad network to use we are releasing ours in the next month to the public.
