not necessary only if there are major changed effected the rating.

1)if you had ads already
and if you have added new add networks,
and if they are in compliance with google play terms ,
I think you do not need
2)If you had no ad before,
As per my knowledge only ads don’t affect your rating , (unless you have kids apps)
But you may apply again, (as per my knowledge rating process is automated system and it trusts your feedback and moves ahead)
3)If you have change anything in game play (like you added violence ) you should go for revised rating
